"Against immunity of power", report on prosecution of war crimes

Please find attached the report "AGAINST IMMUNITY OF POWER: prosecution of war crimes in Croatia" from the Youth Initiative for Human Rights Croatia. YIHR's public statement on the publication of this report is written below:

The Youth Initiative for Human Rights in Croatia (YIHR) published a report on prosecution of war crimes in Croatia indicatively called "Against Immunity of Power". We hope to contribute to the public debate on ways the Croatian Government and the institutions deal with cases of war crimes and how do political and military senior officials avoid justice. YIHR does not give final review of the whole process of prosecution nor we pretend to present this report as a full overview of this important process. However, the report raises a conclusion that there is a vast space for progress, little time for mistakes, as well as the fact that numerous serious problems still exist. We are aware of the fact that reports like this one can influence the eurointegration process of our country; the process we wholeheartedly support, but we see that influence as a possibility to encourage the reforms necessary for the achievement of a situation of wider respect for human rights. We invite the decision-makers in the European Union to take into account all the reforms as well as all the problems that haven't been answered adequately (some of which are raised in this report) when assessing the progress of the Republic of Croatia. If the reforms vital for the impartial work of the judiciary are fully implemented, Croatia will remain a country unprepared to ensure human rights protection through judiciary to its citizens.
